Elisa holds graduate degrees from Columbia University (MPA, 2014) and the London School of Economics (MSc, 2002), and has previously worked on renewable energy in urban settings, urban greening, and the remediation of toxic and radioactive pollution hot spots in developing countries.
Elisa’s work entails policy analysis and guidance to support improving auto fuel economy and lowering pollutant emissions from vehicles in emerging economies. She manages a portfolio of national clean tech, climate change mitigation and sustainable mobility projects in Eastern Europe and the Caucasus. She also coordinates the unit’s work on reducing black carbon and fine particle emissions from diesel vehicles as part of UN Environment’s role within the Climate and Clean Air Coalition. On a daily basis, she communicates with national and local governments, industry groups, NGO's and technical experts to address, at the national and regional levels, CO2 and non-CO2 emissions from cars through improved standards for energy efficiency, fuel quality and tailpipe emissions
