Regulating Used Vehicles

The Used Vehicles Programme supports the shift to cleaner and safer used vehicle flows through the introduction of minimum safety and environmental standards by both importing and exporting countries.

Many developing and transitional countries rely on used vehicles to meet mobility needs. Used vehicles can provide affordable access to high-quality vehicles that meet advanced safety and environmental standards. However, most countries lack minimum standards resulting in the importation of used vehicles that are highly polluting and can also pose road safety risks.

Both used vehicle importer and exporter countries have a responsibility to ensure that only the best available technology is traded. The aim of the Used Vehicles Programme is to support the development and implementation of minimum criteria and standards that importing and exporting countries can use to curb the trade in obsolete, ageing, unsafe and polluting cars.

The UN Road Safety Trust Fund project

Which brings together UNEP, UNECE, CITA and FIA, to put in place requirements to ensure that Africa will receive only quality used vehicles, which will have major road safety benefits, for both car drivers and other road users, and co-benefits on the environment and economy.
